Three-tier (core/session/ephemeral) with per-scope char limits (4K/4K/4K, 12K total), classifier-as-validator, FTS5 access tracking, eviction module (7-day ephemeral, 4hr session). LLM-judge review done — CRITICAL (eviction race condition), HIGH (gateway precedence, scope_char_count perf), MEDIUM (lock warning) all fixed. C1 wired into gateway + cron. L2 CORE_MAX_LEN configurable. L4 replace() bypass documented. 150 tests passing.
